Proposed Changes to Radiological Technical Spccifications Cooper Nuclear Station NRC Docket No. 50-298, DPR-46
Dear Sir. Ippolito:
In accordance with the provisions specified in 10CFR50.90, the Nebraska Public Power District requests that the Radiological Technical Specifications for Ccoper Nuclear Station be revised to incorporate the following proposed changes.
Copies of the revised Technical Specification pages are enclosed with the changes indicated.
1.
Definition L.2 "Run Slode", page 4 Amendment 55 to the Facility Operating License revised the Slain Steam Line Isolation Valve Closure and Low Pressure setpoint of specification 2.1. A. 6 from 2 850 psig to 1825 psig. This setpoint change in the above definition was inadvertently overlooked.

Table 3.2.B Dage 3), Notes For Table 3.2.B, and Table 4.2.B (page 2), pages 55, 60, & 71 Amendment No. 31 (dated September 28, 1976, to the Facility Operating License authorized modifications to improve the functioning of the Low Pressure Coolant Injection System (LPCIS) of the Emergnecy Core Cooling System (ECCS). The design change associated with this modification installed preserve maintenance alarm switch C31-P S-270.
This pressure switch was inadvertently omitted from the technical specification changes in Amendment 31. This switch has been included in station procedures and surveillance programs during this period of time.

3.3 and 4.3 Bases, page 102 Amendment 55 to the Facility Operating License revised page 102 per a NPPD request of January 31, 1979. Amendment 57 then revised this page again per an earlier NPPD request of November 29, 1978.
Since these two amendments did not approve NPPD's requests in chronological order, page 102 should presently read as requested by the latest request which was January 31, 1979.

Table 3.7.4 (page 2), page 174 At the request of the staff, NPPD submitted on July 17, 1978, the details of the control rod drive return line modifications at CNS.
Since the CRD return line has been cut and capped inside and outside of the drywell, the testable isolation valves associated with penetration No. X-36 no longer perform a primary containment isolation function and should be deleted from the Table 3.7.4.

Figures 3.11-1.1 and 3.11-1.2, page 211 Fuel exposure for Type 2 and Type 3 fuel at CNS has exceeded the maximum exposure plotted on the Maximum Average Planar Linear Heat Generation Rate (MAPLHGR) curves. Higher exposure points are being added which were generated using the approved methodology of NEDO-24045
" Loss of Coolant Accident Analysis Report for Cooper Nuclear Power Station" NEDO-24045 was submitted September 1, 1977, and was utilized in Amendment 39 to the Facility Operating License.

Table 4.2.F, page 80 The Suppression Chamber Air Temperature and Suppression Chamber Water Temperature instrument I.D.
numbers are being changed to make them consistent with the numbers which appear in Table 3.2.E for the same instruments.

Section 6.6.2.G.2, page 229 Specification 6.7.1.C.3 requires that certain events identified in Specification
- 6. 6. 2. G. 2. b be reported in the Annual Report.
Because Cooper Nuclear Station is no longer required to file a semi-annual report with the NRC, the operational transient requirements of this section will be performed, and reported as required, on an annual basis.

Mr. Thomas Ippolito January 30, 1980 Page 3 The safety significance of these proposed changes has been reviewed by appropriate District personnel, and under 10CRE' Part 170, these changes are judged to be a Class II amendment.
Payment in the amount of $1,200 is enclosed.
