Dear Mr. Bailey:

This is in reply to your letter of November 8,1979, to Chairman Hendrie expressing concern about shutdowns or power cuts for some existing nuclear plants.

The staff of the Nuclear Regulatory Commission is considering the effective-ness and need for additional protective action, such as shutdown, reduced power, or additional design features for currently operating plants that are located in densely populated areas to increase the present levels of protection under accident conditions. The number of such plants is limited, and the impact, if any, of additional protective measures for those plants on the national supply of electrical energy should also be limited.

The Nuclear Regulatory Commission is comitted to protect the public health and safety. The Three Mile Island accident resulted in a need for changes in the approach to safety. The NRC will continue to examine all aspects of its responsibility to assure adequate safety.
