Dear Ms. Friedlander:
In response to your invitation to Mr. Ryan to appear before the Environmental Protection Committee of the New York -City Council, we must decline.
I have reviewed the commitments of appropriate staff of the Nuclear Regulatory Com-mission (NRC) and find that it is impossible at this time for the NRC to appear before the New York City Council. The regional emergency planning workshops over the next two weeks is taking a significant effort.
I understand that you will be attending the workshop in New York City on January 15, 1980.
Perhaps at that time you can discuss the issues concerning the New York City Council with the NRC staff represented at the meeting.
Perhaps some time in the future we will be able to once again have NRC participate in your deliberations.
