The plan is in draft form for the following reasons, of which you are already aware.
First, if the state plan changes during review, the site plan may have to be adjusted to acconmodate any changes.
Second, our interpretation of your guidance may be at variation with your own, thus clarification and revision might follow. Third, the guidance we have received has preceded promulgation of rules and legislative action, rather than following and clarifying the legal requirementa as is customary, thus entailing the risk that when rules and/or laws are finally in ef fect, the guidance may have to change to conform.
Also, it is clear that additional
" requirements" in the form of NUREG reports, action plans, etc. are imminent.
