h Off aderal Register Notice NUCLEAR FIGULAERY CCMMISSICM W NISCRY CCMMIK ES CN REACE R SAF20UARES SUBCCr'.MIMEES CN WASTE MANAGE.EVP AND FUEL CYCLE Notice of Meeting The ACRS Subcommittees on Waste Management and Fuel Cycle will hold a joint meeting starting at 8:30 a.m. on Wednesday, December 19, 1979 in Room 1046, 1717 H St., N.W., Washington, DC 20555 to co tinue their review of the IRC waste managw.ent/ fuel cycle research and technical assistance programs.

In addition, reprasentatives of the Environmental Protection Agency (EPA), the United States Geological Survey (USGS), and the Department of Energy (~:GE) will brief the Sub-committees on their waste managemen* work.

The subeccaittees will be considering portions of the budget and program of the Office of Nuclear Regulatory Research. Since the NRC budget proposals are now part of the Presidens budget-not yet submitted to Congress-public disclosure of budgetary information is not permitted. See CA3 Circular A-10.

The ACRS, however, is, required by Section a sf the 1978 NRC Authorication Act to review the NRC research program and budget and report the results of the review to Congress.

in order to perform this review, the ACRS must be able to engage in frank discus-sion with members of the NRC Staff. For the reason just stated, a discussion woc' d noc be possible if held in publi: session.

I have determined, therefore, that it is necessary to close this meeting to prevent frustration of this aspect of the ACPS' statutory responsibilities, in accordance with Exemption 9 (3) to te Govemment in the Sunshine Act (522c(c) (9) (S)).
