Gentlemen:
Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1, 2, and 3 Evacuation Time Estimates In References (1) and (2), the Staff requested that Northeast Nuclear Energy Company (NNECO) and Connecticut Yankee Atomic Power Company (CYAPCO) estimate the period of time necessary to evacuate all inhabitants of the areas encompassing circles of two (2), five (5), and ten (10) mile radii of the Haddam Neck Plant and the Millstone site. This information was requested to be submitted on or before January 31, 1980.
NNECO and CYAPC0 have engaged a consultant in traffic engineering to research and prepare a report detailing evacuation time estimates from the involved plant sites, taking into consideration road conditions, traffic patterns, and demographics.
However, NNECO and CYAPCO have determined that submittal of the required Information in the brief time allowed is not feasible, or would be of an inferior and inadequate nature.
The proposed delay is thoroughly justi-fled by the following considerations.
The original evacuation routes detailed in the Connecticut Radiological Emergency Response Plan (RERP) must be extended to include the ten (10) mile radii from both plants. Our consultant is utilizing a photologging technique to determine route capacities and construction activities as the State does not provide this information for secondary roads.

. Solicitation of comments on evacuation procedures and times from state and local agencies involves considerable calendar time.
The~ comments must then be incorporated into the final evaluation.
Tne recently submitted emergency plans for the Haddam Neck Plant and the
- 1111 stone Site involved significant ef fort on the part of our Staff including a great deal of overtime. The Reference (1) effort was conse-quently relegated to a lower priority until the updated Emergency Plans were completed.
Demographic data rust be updated to take into account the transient popula tion in the affected area. Also, the location of schools, hospitals, and places of employment must be taken into consideration.
Dif ficulties have been encountered in determining the number and location of emergency vehicles in the area, as well as the number of privately owned automobiles available.
These facts, coupled with the identification of roadway construction in various sectors, have added to the complexity of the overall effort.
In summary, NNECO and CYAPC0 have concluded that a project of this nature cannot be thoroughly evaluated within the requested response interval.
NNECO and CYAPC0 have determined that a submittal of the evacuation time estimates can be docketed on or about February 29, 1980.
Please be assured that NNECO and CYAPCO are expending every effort t o complete this report as expeditiously as possible, concomitant with the campleteness and accuracy required in such an important task.
As evacuation plans for Millstone Unit No. 3 are being developed concurrent with plans for Millstone Unit Nos. 1 and 2, the forthcoming submittal will also satisfy the requirements of '.tef erence (2).
