Dear Dr. Denton:
Enclosed are five copies of a revised cover, a revised title page, and a revised page 16-1 which are to be inserted in the Peach Bottem Atemic Power Station Physical Security Plan dated May,1978, and revised January, February, Augus: and October,19 79.
An explanation of the changes to Chapter 16 is provided in the enclosure to the letter.
Since the revised Chapter 16 and the enclosed explanation of the changes contain infor=ation relating to the details of the physical security plan for a licensed facility, it is hereby requested that the dccu=ents trans-mitted herewith be withheld from public disclosure pursuant to Section 2.790 of the Con: mission's regulations.
An affidavit in support of this request is attached hereto.

COUNTY OF PHIIADELPHIA S. L. Daltroff, being first duly sworn, deposes and states as follows:

He is Vice President of Philadelphia Electric Company (hereinaf ter referred to as the " Company"); he is authorized to execute this Affidavit on behalf of the Company; and he has read revised page 16-1 of the Physical Security Plan for Peach Bottom Atomic Power Station dated January,1980, and the document entitled " Explanation of Changes to Chapter 16 of the Physical Security Plan" dated January,1980, (herein fter referred to as "the documents"), and knows the contents thereof.

The documents which are sought to be withheld from public disclosure contain details of the physical security plans for Peach Bottom Atomic Power Station.
3.
To the best of his knowledge, information and belief, the information set forth in the documents has been treated as confidential and proprietary information and has been withheld from public disclosure by the Company in accordance with the Ccmpany's practice of treating all information dealing with the details of security procedures as confidential and proprietary information.

The documents should be considered by the Nuclear Regulatory Comission as confidential and proprietary informa-tion and be withheld from public disclosure on the grounds that they contain details of the physical security plans of a licensed facility, such disclosure is not required in the public interest, and such disclosure would adversely affect the interest of Philadelphia Electric Company.
