AFFIDAVIT OF HAROLD E. LEFEVRE I, Harold E. Lefevre, being duly sworn depose and state as follows:

I am a geologist with the Geosciences Branch, Division of Systems Safety of the U.S. Nuclear Regulatory Commission.

For approximately the past six years, I have been involved in the review of the geology of the Skagit application.

In this review capacity, I have become aware cc and am familiar with the seismic profiles which are the subject of SCAMP's inter-rogatories dated October 30, 1979.

The NRC Staff became aware of the existence of the seismic profiles which were run by Western Geophysical Company in 1971, through the Skagit review efforts of the U.S. Geological Survey (USGS) in the summer of 1979. These seismic profiles were not submitted as part of the Skagit application.

1. ie existence of them was discovered by the USGS reviewers on the Skagit pro-ject and such discovery was relayed to the NRC Staff.

Since it was deter-mined that these seismic profiles might be of some relevance to the Skagit review, the Applicant was requested to obtain them, if possible, by the NRC Staff on August 23, 1979 by way of a telephone call from myself to J. Mecca of Puget Sound Power and Light Company.

On September 14, 1979, 11342 350 800131 ORP the Applicant submitted the profiles to the NRC Staff and requested that thc: cere regarded as priv-th c.: Le t:I thheld f ron pub 11m dir cle<;ure ileged commercial information by the 'Wes t e rn Geophys ical Company.

To the best of my knowledge, the NRC Staff did not know of the existence of these seismic profiles prior to July-August 1979.
