RE-APP 0INTMENT OF ACRS MEMSER PURPOSE:

To Reccamend the Reappointment of Dr. J. Carscn Mark to the ACRS DISCUSSION:

Dr. Mark will canplete his current appointment to the ACRS on February 2, 1980.

Dr. Mark has been elected to serve as ACRS Vice-Chairman for calendar year 1980.

In addition to his forthcoming duties as Vice-Chairman, Dr.

Mark serves as Chairman of the Standing Subcanmittees on (1) Enrichment Plants and (2) Safeguards and Security, and as a member of ACRS Subcommittees on Advanced Reacters, Core Performance, Extreme External Phenomena, Fuel Cycle, Plant Arrangements, and Power & Electrical Systems.

He is also chairman of a number of project subcommittees.

As Chairman of the ACRS Safeguards & Security Subcommittee, Dr. Mark has made significant contributicns to the 1978 and 1979 ACRS Reports on the NRC safety research program in the areas of evaluation of effectiveness of safeguards strategies, systems, and components.

Dr. Mark,.a mathematical physicist, has extensive experience in the development of analytical methods to evaluate neutron transport, nuclear explosions, criticality, and fast reactor design and safety.

He began his professional career in 1943 with the National Research Ccuncil of Canada and was assigned to Los Alamos Scientific Laboratcry on a special project in 1945.

He joined the Theoretical Physics Division at LASL in 1946 and was appointed Division Leader in 1947.

He served in this capacity until his retirement in 1973.

Under Dr. Mark's guidance, the LASL Theoretical Physics Division has pioneered in the develeccent of techniques for neutrcn transport theory applications, design of nuclear explosion devices, and nuclear explosien debris analysis.

He has also participated in the cesigning of LASL reactors such as Clementine, Los Alanos Molten ?lutonium Reactor Equipment, and the design and safety of LASL critical experiments such as Gcdiva and Jezebel.

. Dr. Mark has been active during his professional career in a variety of consulting activities including work for the U.S. Air Force, National Academy of Sciences, and Science Applications, Inc.. He has served on committees such as the USAF Scientific Advisory Board and the Foreign Weapons Evaluation Group. Dr. Mark was awarded his Ph.D. in 1939 from the University of Toronto in the field of mathematics.

RECOMMENDATION:

That Dr. Mark be reappointed to the ACRS for a second four year term beginning February 3, 1980.

COORDINATION:

The Members of the ACRS have recommended that Dr. Mark be reappointed to the Committee. 0GC has no legal objection.

Dr. Mark has expressed his willingness and availability for reappointment.

Commission Staff Office comments, if any, should be submitted to the Commissioners NLT January 2,1980, with an information ccpy to the Office of the Secretary.

If the nanor i% of such a nature that it recuires additional time for analytical review and comment, the Commissioners and the Secretariat should be apprised of when comments may be expected.

This paper is tentatively scheduled for affirmation at an Open Meeting during the Week of January 14, 1980.

I have been informed of your willingness to serve an additional four-year term as a member of the Advisory Committee on Reactor Safeguards. As you know the Committee serves an important role in providing independent advice to the Commission with respect to the licensing of nuclear facilities, the adequacy of proposed reactor safety standards, and the NRC reactor safety research program.

Accordingly, the Canmission is pleased to offer you re-appointment to the ACRS for a four year term to begin February 3, 1980. Upon your acceptance of this re-appointment a modification extending your letter of appointment will be sent you.

I recognize that the demands entailed in service on the Committee involve some sacrifices on your part. We appreciate your willingness to give your time and energies to an effort which is so essential to the further progress of the Nations's regulatory program.
