1/8/80 MEETING OF TASK FORCE ON EMERGENCY PLANNING FOR TRANSPORTATION ACCIDENTS INVOLVING RADI0 ACTIVE MATERIALS Harold (" Doc") Collins opened the meeting by giving participants an overview of what has been done in the past in emergency planning (e.g. NUREG 75-111, 1975 UINB document, etc.), the perceived role of the involved Federal agencies now that FEMA has lead agency responsibilities, and the purpose and charge of the task force.

The goal of the task force is to produce an emergency planning guidance document (s) for use by all involved with the transportation of radioactive materials.

The WINB document and NUREG-75-lll will be used as building blocks.

The end result should be an NRC/ FEMA / DOT documen t(s).

James Montgomery, Colorado Department of Health gave an overview of transporta-tion accidents in Colorado over the last few years.

He spoke about the 9/77 yellow cake accident in southwest Colorado.

One of the big problems is responsibility for cleanup and payment.

Often common carriers are contracted to carry radioactive materials; and they are unprepared to deal with the radioacti vi ty.

Cleanup to background radiation levels was ordered by Colorado during that event.

Jce Logsdon, EPA, described the role of the Federal government per the 12/24/75 r deral Register notice.

A draft EPA Protective Action Guide (PAG) on trans-e portation accidents (Chapter 8) has been developed.

He suggests that the task force be the interagency reviewer of the EPA Chapter 8.

Collins reiterated the task force goal -- that is, a new document whereby we take existing guidance, that States already have commented upon, and sharpen the language.

Some elements of NUREG 75-l~

will apply. A document for public comment should be ready by the end of June, 1980.

Also, Sterling Cole asked whether NRC could pay travel and per diem for the SSEB and WlEB particirants.

NRC(SP) will pay for the travel and per diem expenses for these participants to the task force meetings.

. One of the essential planning elements is training.

Presently, NRC and DOT sponsor training programs for States and local governments, and for a limited number of Federal personnel.

Wendell Carriker explained DOT's role and its training courses.

He has reviewed the WIEB document and already has comments / suggestions for change.

He will send these to all participants.

The Sandia representatives briefed the group on the Sandia TTC efforts and interests.

They are sponsoring a workshop for carriers in Albuquerque in June.

Concern was expressed that carriers don't know their responsibilities.

Dave McClure of Sandia will send information to group.

SSEB wants to be certain that States have meaningful input.

SSEB and WIEB will, therefore, act as the conduits along with Jim Montgomery of Colorado.

Don flellis, SD, flRC, reminded group that other documents which relate to the TF objectives, will be available during the TF work period.

Copies will be supplied to members by him when available.

Collins asked for volunteers to draft an outline.

Each member is to furnish commen ts by mail.

After comments are received, a final outline will be written; thereupon section assignments will be made.

The groups writing the outline are:

(1) Collins, Carriker, Logsdon, and (2) Whitman and Montgomery.

The two versions are due to participants by 2/8/80.

A task force meeting will be held at the end of February to finalize the outline (using the two versions) and make section assignments.

Enclosed is a list of people who attended the first task force meeting.
