NUCLEAR REGULATORY COMMISSION 3*
r C WASHINGTON, D. C. 20555 JAN 141980
+
MEMORANDUM FOR:
W. Gammill, Acting Assistant Director for Operating Reactor Projects, D0R R. Vollmer, Acting Assistant Director for Systematic Evaluation Program, D0R FROM:
G. Lainas, Acting Assistant Director for Systems Engineering, D0R
SUBJECT:
DELAYS IN RESOLVING FIRE PROTECTION OPEN ITEMS DUE TO LATE AND INADEQUATE RESPONSE BY LICENSEES Our goal is to have all fire protection open items resolved and all modifications implemented by October 1980 or with good cause shown by the first refueling outage thereafter.
However, late and unscheduled responses by licensees are delaying completion of this work. summarizes the number of late and unschaduled responses by plant.
The fire protection safety evaluations required the 'icensees to provide adequate design descriptions of proposed modifications and to resolve incomplete items on a schedule consistent with the implementation schedule stated therein.
It is apparent that many licensees are not meeting this committment.
We are increasing the resources assigned to complete our evaluations of responses that have been received by March 1980.
If you can get the licensees to complete their responses by March 1,1980, we may be able to complete our effort on this program in a few months thereafter We request that the licensees be called by the PMs to obtain submittal dates for late or unscheduled items thatare consistent with completing all modifications by November 1,1980, If the PM is not aware of the specific items, we suggest he discuss the status of our review with the PSB team leader before he calls the licensee.
1833 242 8001300 q g
, JAN 141980 We also request that the licensees be informed that we expect that the proposed rule will be sent to the Comission by mid January 1980, with our recommendation that no plants be allowed to start up after November 1,1980 unless all fire protection modifications are complete, Vid' G,
ainas, Acting Assistant Director for Systems Engineering Division of Operating Reactors
