SUMMARY

OF KEY EVENTS WEEK ENDING JANUARY 4,1980 Trojan On Saturday, December 29, 1979, the ASLB in the Control Building proceeding lifted its shutdown order on Trojan and left to the NRC staff the resolution of the " wall problem", wherein the reaction forces from equipment and piping attached to concrete block walls had been inadequately considered. After an intensive review the matter was resolved to the staff's satisfaction and the plant was returned to power operation on December 31, 1979. Zion Unit 2 The plant outage which began October 27, 1979 for pipe cracks in the welds at the feedwater nozzles of the steam generators, has been extended to around January 7, 1980. All required repairs have been made to the feedwater line welds however there remain problems with a pin-hole leak in a one-half' inch safety related pipe and reinstallation of retested hydraulic snubbers which are required to protect the steam generators. Westinahouse Turbine Rotor Disc Cracks On December 21, 1979 Westinghouse provided the staff'with infonnation that indicated a potential source of turbine missiles existed at Indian Point Unit no. 2. The staff requested Consolidated Edison to describe the actions it is taking to address this potential problem. In a letter dated December 28, 1979 the licensee proposed to shutdown Indian Point 2 on January 15, 1980 to permit Westinghouse to inspect the turbine discs of this unit. EPA Lists Radionuclides as Hazardous Pollutants As a first step in the process specified by the Clean Air Act for regulating air pollutants EPA has listed radionuclides as hazardous air pollutants under the Clean Air Act. EPA will not proceed with development of proposed standards for airborne radionuclide emissions, some of which will apply to NRC licensees. Final Report Concerning Testino of Upgrade Rule Guidance Compendium An independent contractor has completed its final report documenting its testing of the design methode -)gy guidance in support of the Physical Protection Upgrade Rule. The Report reaches very favorable conclusions concerning the advantages to licensees of using the Upgrade Rule Guidance Compendium in implementing the Upgrade Rule requirements. Follow-Up on Reactor Shutdown: Genkai Unit 1 It was previously reported that Genkai Unit 1, a Japanese Westinghouse PWR, was shut down in late December 1979 due to a leaking pressurizer relief valve following relief valve operation. We have subsequently learned that the valve was designed and manufactured in the U.S. by Copes Vulcan Company. Relief valves from this company are used frequently in domestic Westinghouse reactors. 1833 249

DIVISION OF CONTRACTS Week Ending January 4,1980 RFP'S ISSUED RFP RS-0IF-80-251 Title - Technical Assistance to Support NRC IE Personnel in Investigations of Incidents Description - Technical and engineering assistance required by the Office of Inspection and Enforcement in performing inspections of NRC licensed facilities to ensure that they are constructed and operated in a safe manner, and to assist IE personnel investi-gations of incidents at these facilities. ADMINISTRATIVE MATTERS Contract No. NP.C-02-79-025 with Dames and Moore entitled " Environmental Impact Statement for Low-Level Waste Regulation." eSponsor is NMSS. The contractor has asserted two claims for equitable adjustment under this contract. One claim is for monetary adjustment as a result of the Stop Work Order issued on November 15, 1979, by the Contracting Officer. The second claim is for monetary adjustment resulting from a Change Order issued on November 29, 1979, which revoked the Stop Work Order and directed the contractor to perform in accordance with a revised work statement. The primary reason for issuing the Stop Work Order and the Change Order was the Government's inability to provide certain Government-furnished material (data from the Waste Projection Study, a previously awarded contract) as specified in the contract. The contractor for the Waste Projection Study did not complete the effort under that contract and, hence, the results were not available to NMSS to prov'de to Dames and Moore. DIVISION OF SECURITY Week Endina January 4,1980 Security Appraisal The Division of Security conducted a security appraisal of the Office of Inspection and Enforcement on December 11-14, 1919. Thie-appraisal is part of a classification appraisal program that has been initiated fo.' all NRC Headquarters Offices. The program involves discussions with authorized classifiers and office personnel, along with the examination of documents, to assure compliance with the marking requirements outlined in Executive Order 12065. It also includes a review of document content to determine whether documents are being properly classified. 10 CFR Parts 25 and 95 10 CFR Part 25, " Access Authorization for Licensee Personnel," and Part 95, " Security Facility Approval and Safeguarding of National Security Information and Restricted Data," have been forwarded to the Commission for action. SECY-79-676, dated December 20, 1979, requests Commission consent to publish these Parts as final rules. OFFICE OF NUCLEAR REACTOR REGULATION WEEKLY ITEMS OF INTEREST (Week Ending JanQry 4,198b)_.,,. Trojan 29, 1979, the ASLB in the Control Building proceeding On Saturday, December lifted its shutdown order on Trojan and left to the NRC staff the resolution of the " wall problem," wherein the reaction forces from equipment and piping attached to concrete block walls had been inadequate'ly considered. The problem was resolved to the staff's satisfaction following an intensive review of the matter on December 29, December 30 and December 31, 1979. Trojan returned to 31, 1979, having completed all necessary corrective power operation on December action. This consisted mostly of thru-bolting piping supports (which had previously been attached with concrete expansion anchors) or removing piping supports from walls. Zion Unit 2 27,1979_for pipe cracks in the welds The plant outage which began October The at the feedwater nozzles of the steam generators, has been extended. NRC staff had required a shutdown of this unit for this inspection following the finding of cracks at this location in Unit 1. Due to cracks in all four Unit 2 feedwater line welds, all required repairs _have now been_r_enaired._._ However, two other problems have developed that will extend the outage from about January 2 to January 7, 1980. One problem is a pin-hole leak in a one-half inch safety related pipe and the other is reinstallation of retested hydraulic snubbers which are required to protect the steam geneptors. North Anna 1 Licensing action was taken Friday, December 28, 1979 which permitted this plant to return to power for cycle 2 operation. Six license conditions were deleted as havir.g been satisfied. . point Beach Unit 1 On December 23, 1979, the licensee returned the plant to power operation following discussions with the NPC staff related to corrective actions taken after the December 11, 1979 shutdown to investigate a primary-to-secondary tube leak. Discussions also related to five previously plugged tubes that, contrary to staff's earlier understanding, had eddy current indications of defects above the tube sheet rather than in the crevice region below the top of the tube sheet. Based on information provided in a December 21, 1979 letter and discussions with the licensee, we have cencluded that these five tubes were not associated with the intergranular attack problem which resulted in our November 30, 1979 Order. With respect to corrective actior.s following the December 11, 1979 shutdown, the licensee found one tube leaking above the tube sheet and 2 weeping tube plugs, all on steam generator S. No leakage was found in steam generator A. As a precaution, the licensee performed additional eddy current tests and found indications within the tube sheet and plugged an additional 20 tubes in steam generator A anc an additional 15 tubes in steam generator B. On January 3,1980, following a briefing to the Commission on January 2, 1980, the confirmatory order issued November 30, 1979 was amended to require the reactor coolant pressure to be reduced from 2250 psia to 2000 psia. This action will reduce ~ the pres ~sure stresses on the steam generator tubes. Westinchouse Turbine Rotor Dis: Cracks On December 21, 1979 Westinchouse provided the staff with information that indicated a potential scurce of :urbine missiles existed at Indian Point Unit No. 2. This infor ation consisted of projections of data related to cracking in turbine discs that was obtained during an inspection of the turbines at Indian Poin: Unit No. 3. Specifically, cracks were found in the keyway portion of several turbine discs at Indian Point Unit No. 3, and one of these cracks had a depth in excess of the critical crack size if the turbine were forced to cperate at its maximum overspeed (130% of 1800 rpm). After comparison of operational data at the two Indian Point Units, Westinghouse postulated a similar situation exists in the Indian Point Unit No. 2 and recomended that the turbines of Unit No. 2 be inspected earlier than the proposed reloading outate in May 1980. 1833 258 ENCLOSURE B

- The staff requested Consolidated Edison, the licensee of Unit No. 2, to describe the actions it is taking to address this potential problem. Several discussions among the staff, Westinghouse, and Consolidated Edison were held on this subject on December 27 and 28, 1979. In a letter dated December 28, 1979 the licensee proposed to shutdown Indian Point Unit No. 2 on January 15, 1980 to permit Westinghouse to inspect the turbine discs of this unit. In order to reduce the possibility of additional cracking and potential missile formation from disc rupture, the turbines of Unit No. 2 will be operated in the interim period in a manner that prohibits turbine overspeed from exceeding 118% of 1800 rpm. To accomplish this, power has been reduced by about 10%. The staff is. continuing to review this matter but takes the position that such control of maximum overspeed will increase the value of the theoretical critical depth of the postulated crack to such an extent that it will be acceptably larger than the crack itself on January 15, 1980. The licensee has comitted to transmit trore detailed technical information within a few days to enable the staff to make a final decision. Indian Point Unit No. 3 will remain shutdown for maintenance and turbine discs repair until the end of January 1980. s 1833 259 ENCLOSURE B

OFFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THE WEEK ENDING JANUARY 4, 1980 1. EPA Lists Radionuclides as Hazardous Pollutants: EPA has listed radionuclides as hazardous air pollutants under the Clean Air Act (44 FR 76738, December 27, 1979). This is the first step in the process specified by the Clean Air Act for regulating air pollutants. EPA will not proceed with development of proposed standards for airborne radionuclide emissions, some of which will apply to NRC licensees. The Act requires an EPA /NRC agreement within six months to conserve administrative resources and minimize duplication of effort in implementation of the Act. The staff is now working with EPA to develop a preliminary draft of the agreement. Detailed discussions of the Clean Air Act were provided in staff papers SECY-77-448, 77-448A, and 79-359. Staff members of the Office of Standards Development assisted by representatives from the Offices of Inspection and Enforcement and Nuclear Reactor Regulation are participating in a one-day conference on the subject of the NRC role in worker radiation safety at nuclear power plants. The conference is sponsored by the Utility Workers Union of America and will be held January 18,1980 at the Washington Hotel,15th and Pennsylvania Avenue from 9:00 a.m. to 4:00 p.m. The conference will be attended by approximately 50 worker representatives from local unions affiliated with UWUA. Topics to be discussed by NRC staff include: Introduction to regulatory philosophy for worker protection; ALARA; TMI effects and consequances; Internal exposure and respiratory protection; Outline of recommended radiation protection training; How risk estimates are established; Transient worker rule; Worker access to NRC; Worker rights in Parts 19 and 20; Reasons for security requirements. NUCLEAR MATERIAL SAFETY AND SAFEGUARDS _ Items of Interest Week Endina January 4, 1980 Amendment Issued for Union Carbide Corporation License An amendment to License SUA-648 for Union Carbide Corporation has been issued by the Uranium Recovery Licensing Branch staff. This amendment authorizes disposal of tailings into a below-grade tailings impoundment that replaces the existing above-grade tailings impoundment at their Gas HCls mill site. An environmental impact appraisal concluded that there will be no significant incremental environmental impact attributable to the action. feetino with State Leaislators Mr. Robert Browning (Deputy Director of Waste Management) and Rob MacDougall (Licensing Process and Integration Branch /WM) met December 18,1979, with State Legislators on a nuclear waste management task force at a nation-wide energy conference in Denver sponsored by Legis/50, a private non-profit organization for state legislative improvement. Robert Browning reviewed recent NRC licensing policy development activities and discussed policy issues in high and low-level waste management. The Task Force was princi-pally concerned with the need for an early solution to the high-level waste disposal problem in order to preserve the nuclear energy option, and recomended that a mechanism should be included in the repository siting process to resolve disputes between DOE and a potential hast state. Model No. NFS 4 Packaaing By Order dated April 6,1979, NMSS suspended the use of seven casks used for the transportation of spent reactor fuel pending a showing that these casks were fabricated in accordance with the design approved by NRC Certificate of Compliance No. 6698. As a result of various reviews and inspections, it was determined that four casks do not meet the requirements of the certificate. On December 12, 1979, NMSS amended the certificate and lifted the suspension of the general license to use three of the packages. The certificate was extended until December 31, 1980, and additional restrictions were included in the certificate to limit internal pressure within the cask cavity (i.e., reduced heat load from 11.5 kw to 2.5 kw and restrict the packaging to dry shipments) and require additional inspections of the packagings. In order to return the packagings to full service, it will be necessary for the licensee to analyze and show that the inner shell would not buckle under Normal and Hypothetical Accident Conditions prescribed in Part 71. 1833 26 ENCLOSURE D

Connecticut Yankee Atomic Power Company (Haddam Neck) - Civil Penalty Action - On January 2, 1980, the Commission received a check from the subiect licensee n the amount of $27,500 in full payment of the pro-po u civil penalty issued on December 6, 1979. 2. Duquesne Light Company (Beaver Valley) - Civil Penalty Action - On January 2,1980, the Comission received a check from the subject licensee in the amount of $5,000 in full payment of the proposed civil penalty issued on December 5, 1979. 3. The following Notifications of Significant Enforcement Action were dis-patched during the past week: a. EN-79-15 Two Senior Reactor Operator Licensees - On December 31, 1979, a Notice of Violation was issued to two individuals who are licensed Senior Reactor Operators at Beaver Valley Unit 1. This action is based on these individuals not complying with the requirements with their Senior Operator License which resulted in the removal of redundant emergency core cooling systems from service at the same time, b. EN-79-16 Consumers Power Company (Palisades) - On December 20, 1979, an Order Imposing Civil Penalties in the amount of S450,000 was issued to the subject licensee. Previously, on November 9, 1979, IE issued a Notice of Proposed Imposition of Civil Penalties to the licensee in the same amount. After consideration of the licens#s response, the IE staff concluded that the items of noncompliance did occur and that no adequate reasons were given by the licensee for mitigation or remission of the proposed penalties. c. EN-79-17 & -17A Tennessee Valley Authority (Browns Ferry) - A Notice of Violation and a Notice of Proposed Imposition of Civil Penalties in the amount of $29,000 was issued to the subject licensee on January 4, 1980. This action was based on three alleged items of noncompliance relating to a breakdown in management and procedural controls in the area of maintenance and reporting activities. 4. OFFICE OF THE EXECUTIVE LEGAL DIRECTOR ITEMS'0F INTEREST WEEK ENDING JANUARY 4, 1980 Trojan Nuclear Plant On December 29, 1979, following a hearing held on December 28,1979, on seismic matters related to design deficiencies in the Trojan Control Building complex and on scheduling of hearings on modifications to the Control Building, the Licensing Board rescinded, from c:.e bench, its Order prohibiting resumption of plant operation. ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING JANUARY 4, 1980 , INTERNATIONAL COOPERATION Follow-Up on Reactor Shutdown:Genkai Unit 1 It was previously reported that Genkai Unit 1, a Japanese Westinghouse PWR, was shut down in late December 1979 due to a leaking pressurizer relief valve following relief valve operation. We have subsequently learned that the valve was designed and manufactured in the U.S. by Copes Vulcan Company. Relief valves from this company are used frequently in domestic Westinghouse reactors. IAEA Positions The International Atomic Energy Agency in Vienna, Austria, has vacancy positions in the following areas: the Division of Nuclear Power and Reactors, the Division of Budget and Finance, and the Department of Safeguards. 3 I NEA to Arrange International part':ipation in the Examination of Damaged Fuel From TMI-2 At the last meeting of the Nuclear Energy Agency's Committee on the Safety of Nuclear Installations, approval was given to the Committee to approach the U.S. authorities to arrange NEA country participation in the examination of damaged fuel from the TMI-2 reactor. In the discussion, it was noted that " participation" could mean sending foreign specialists to the U.S. to work with U.S. groups or obtaining material for examination at home, or both. As the first step, the. Committee will seek official agreement to the principle of international examination and will determine which countries might wish to participate. lb 2bb ENCLOSURE H

The eight States are Arizona, California, Colorado, Nevada, New Mexico, Oregon, Texas and Washington. Office of the Controller Items of Interest Week Ending January 4, 1930, FY'1981 Budget The final OMB mark was received and control tables for the FY 1981 budget submission to Congress were provided to the offices. Congress is scheduled to reconvene on January 22, 1980. It is estimated that the President will submit the FY 1981 budget to Congress on January 28; therefore, the press briefing on the budget will be January 26.
