Dear Mr. Ahearne:

The enclosed document is UCLA'( official response to the charges concerning the safety of t UCLA Nuclear R~eactor that have been made by the " Committee o Bridge the Gap".

This document has been prepared by t opera tional sta f f of the reactor and mysel f.

(I am a Certified ealth Physicist with more than 20 years experience in the fiel of Radiation Safety, including 3 years experience working wi+

a one megawatt research reactor at the Universi ty of Michigan We believe that th enclosed document adequately demonstrates that the argon 41 emis on from the UCLA Reactor is within the legal limits and does not represent a hazard to anyone, under any realizable conditio Further, our calculations show that the argon 41 holdup sy em that we plan to install concurrent with an increase in react r operating hours will reduce the argon emission to less than tb present levels.

This result is directly compatible

, with the spiri of the ALARA concept for operation of a nuclear f a c il i ty.

Another purpose of my writing this transmittal letter is to request that you change your records to indicate that all future correspondence relating to the UCLA reactor (Facility License R-71) be directed to me:
