Federal 9egister Notice NUCLEAR REGULYICRY CCr@lISSICN AINISCRY CCMMITTEE ON REACICR SAFEEUARDS S'J3COMMI7 TEE CN RELIABILITY AND PROBABILISTIC ASSESSMJDTT Notice of Meeting The ACRS Subcommittee on Reliability ard Probabilistic Assessment will hold a meeting on December 5,1979 in Room 1046, 1717 H St., W, Washington, DC 20555.
Notice of this meeting, previously scheduled to be held on December 4,1979, was announced in the Federal Register en October 18, 1979.
In accordance with the procedures outlined in the Federal Register en Oct.1, 1979, (44 FR 56408), oral or written statements may be presented by members of the public, recordings will be permitted only during those prtions of the meeting ' ken a transcript is being kept, and questions may be asked caly by members of the Sub-committee, its consultants, and Staff. Persons desiring to make oral statements should notify the Designated Federal Employee as far in advance as practicable so that appropriate arrangements can be made to allow the necessary time during the meeting for such statements.
The agenda dor subject meeting shall be as follows:
Wednesday, December 5, 1979 8:30 a.m. - 9:30 a.m.
CLCSED The Subcommittee will discuss items pertaining to the budget and program of the Office of Nuclear Regulatory Research. Since NRC budget proposals are now part of the President's budget-not yet submitted to Congress-public dis-closure of budgetary information is not prmitted. See OMB Circular Mo. A-10.
The ACRS, however, is required by Section 5 of the 1978 NRC Authori::ation Act to review the NRC research program and budget and report the results of its review to Congress.
In order to prform this review, the ACRS must be able to engage in frank discussion with members of the NRC Staff.
For the reason just stated, a discussion would not be pssible if held in public cession.

o~ I have determined, therefore, that it is necessary to close this session to protect information, the premature disclosure of which might significantly frustrate implementation of proposed action (552b(c) (9)(3)).

with representatives of several Government agencies and other groups that have used or consMered quantitative risk assessment methods in their decision making process. Infor=ation discussed during this and succeedirg meetings will be used by the ACRS as one basis for the developnent of recommendations regarding quantitative safety goals and criteria for nuclear power reactors for consider-ation by the NRC.
Further infocration regarding topics to be discussed, whether the meetirg has been cancelled or rescheduled, the Chairman's ruling en requests for the opportunity to present oral statements and the time allotted therefor can be obtained by a pre-paid telephone call to the Designated Federal Employee for this meeting, Mr. Gary Quittschreiber, (telephone 202/634-3267) betwen 8:15 a.m. and 5:00 p.m., EST.
