Dear Mr. Gammill:

This letter is to propose corrections and changes to the following Fort St. Vrain Technical Specifications:

1) AC 7.1.1 (Attachment 1)
2) AC 7.1.3 (Attachment 2)
3) Figure 7.1-2 (Attachment 3)
4) AC 7.4 (Attachment 4)
5) LCO 4.3.10, Table 4.3.10-1 (Attachment 5)
6) DF 6.1 (Attachment 6)

In accordance with the provisions of 10CFR170, we believe that the corrections listed in Attachments 1, 2, 3, and 4 are exempt from further amendment fees since both the correc tions and changes are administrative in nature. The corrections are to a previously sub-mitted change, which has not yet been approved by the Nuclear Regu-latory Commission, and for which an amendment fee of $1,200 has been paid (References 1 and 2) . The changes are in response to a commission request for the application.

Mr. William P. Gammill January 11, 1980 The Technical Specification change listed in Attachment 5 is exempt from further amendment fees since it is pro forma in nature. The change is to a previously submitted request, which has not yet been approved by the Nuclear Regulatory Commission and for which an amendment fee of $1,200 has been paid (Reference 4).

We believe that the proposed change listed in Attachment 6 is amendment fee Class 11 since it is pro forma in nature in that it describes an actual condition which is pertinent to the license. A draf t in the amount of

$1,200 for the fee payment is attached.

We request your concurrence with the proposed revisions as soon as pos-sible.
