Dear Mr. Helfrich:
Enclosed please find an amendment request to license XB001010 from Saunders-Roe Developments, Ltd. to increase the amount of material to be exported fron 500,000 r Jries of tritium to 1,000,000 curies of tritium for a one-year period.
Saunders-Roe also requested an extension of the expiration date to August 1980 in order for them to complete shipment of the 500,C00 curies now authorized.
Acccrding to J. Ratledge, OR00 Isotope Sales, the October, November and December scheduled shipments were delayed which will result in 90,000 curies of material to be shipped after the May expiration date.
Before taking action on this license application, we would appreciate your views, in accordance with established procedures and fre-the overall perspective of the Executive Branch, a to whether the issuance of the requested license would be inimical to the interests of the Uni ted States, including the common defense and security, and whether the proposed export meets the applicable criteria in the Atonic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
