SUBJECT:

MEETING NOTES - CONTINUED REVIEW OF TOPICAL REPORT SWECO-7601 This meeting was held to discuss the July 12, 1978 letter of approval from R. W. Starostecki for the conceptual design of an independent spent fuel storage installation discussed in SWEC0-7601.

Stone and Webster (S&W) desires a more specific letter allowing those sections of the Topical Report requiring no further review to be referenced in any further site specific application.

Stone and Webster also desires to continue to work on SWECO-7601 to further resolve any problems with the Topical Report recognizing that some specific issues may still be left open for site specific application review.

As a result of the meeting the staff suggested and S&W agreed to the following approach:

The NRC will document those subchapters of SWEC0-76'"

specifying these subchapters and providing the basis for the staff's conclusions will be provided to S&W.

Those issues which may require.dditional information to achieve resolution will be the subject of a second letter in the future.

As a result of further meetings and clarification, the staff will in those instances, where aoplicable, document in the same manner as above the acceptance of specific subchapters.

3.

A third category involves major unresolved issues which would require substantial manpower and review time. Ttese may or may not be amenable to a complete review at this time because of 11e need for further information as identified by tho interface requirements.

Nonetheless, this category may, a: the option of S&W or NRC, be left to further review at the tirm of an actual user submittal.

August 22, 1978 In conclusion, the staff will be prepared to issue partial sections of the safety evaluation report (SER) on those corresponding SWEC0-7601 sections which are found to be acceptable. With this approach the future referencing of SWECO-7601 will be limited to these specific sections as well as the interface requirements tables.
