Dear Dr. Hendrie:

We Advisory Committee on Reactor Safeguards held its 233rd meeting in Washington, D. C. on August 9-11, 1979.

Items considered at this meeting are su:mtari::ed below.

The Corxtittee continued its evaluation of the March 28, 1979 acci-dent at Three Mile Island Nuclear Station Unit 2 (MI-2) and the im-plications of this accident.

he Committee members also exchanged preliminary views regarding the effectiveness of the nuclear regula-tory process.

The Committee selected the following dates for its meeting during CY 1980:

237th - January 10-12 243rd - July 10-12 238th - February 7-9 244th - August 7-9 March 6-8 245th - September 4-6 239th October 9-11 240th - April 10-12 246th 241st - May 1-3 247th - November 6-8 242nd - June 5-7 248th - December 4-6 The Committee met with representatives of Stone and Webster Engineer-ing Corporation to hear comments regarding the seismic design of nu-clear power plant systems, and the modifications made at the five plants shut down by the NRC because of deficiencies in the seismic analysis.

We Committee was briefed on the proposed activities of the Nuclear Op-erations Institute by a representative of the AIF Policy Committee on

Honorable Joseph M. Hendrie September 24, 1979 The Comittee heard a report from members of the NRC Staff regarding recent test results obtained from the Gcneral Electric Mark I Full Scale Test Facility.

The Committee completed its review of the Licensee Event Reports (LER's) for the period of 1976 through 1978.

A separate report has been pro-vided to you transmitting Committee observations and recommendations resulting from this effort.

The Committee heard a report of its Subcommittee on evaluation of systems interactions at the Zion Nuclear Plant and the Indian Point Nuclear Generating Station Unit 3.

Proposed Committee comments regard-ing the status of this activity will be discussed during the 234th ACRS meeting.

The Committee examined its list of generic items applicable to light water reactors and made specific assignments to ACRS Subcommittees to review the status of both resolved and unresolved issues.

The Committee has tentatively rescheduled completion of its annual report to Congress on the NRC Research Program, at the request of and pending the final approval of the appropriate Congressional oversight committees, to allow for inclusion in the report of comments on the actual budget proposal provided to Congress for the NRC research pro-gram.

The Committee met with members of the NRC Staff to discuss the Staff's Systematic Evaluation Program.

Proposed Committee comments regarding this program will be discussed durira the Committee's 234th meeting.

In response to a request from the NRC/EI Special Inquiry Group, the Comittee has agreed to an interview by the Special Inquiry Group during which ACRS members will express their personal opinions in response to questions from the Special Inquiry Group.
