';0TICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE AND NEGATIVE DECLARATION The U. S. Nuclear Regulatory Conmission (the Comission) has issued Amendnent No. 23 to Facility Operating License No. OPR-70, issued to Public Service Electric and Gas Company, Philadelphia Electric Company, Delmarva Power and Light Company and Atlantic City Electric Company (the licensees), which revised Technical Specifications for operation of the Salen Nuclear Generating Station, Unit No.1 (the facility) located in Salem County, New Jersey. The amendment is effective as of the date of issuance.
The amendment changes Appendix B to the license, Non-Radiological Environmental Technical Specifications, to:
(1) make administrative changes that clarify and im: rove the Technical Specifications; (2) rerove the condenserAT and suspended solid limits; (3) change certain sampling and nonitoring requirements; and (4) delete some special studies that will be evaluated as a part of the 316b demonstration.
The application for the amendment complies with the standards and requirerents of the Atonic Energy Act of 1954, as anended (the Act), and the Cc~-ission's rules and regulations.
The Comission has made appro:riate findings as rec 2 ired by the Act and the Comission's rules and regula-ions in 10 CFR hapter I, which are set forth in 1773 102 s o o1cio ggp
a 7590-01 2-the license amendment. Prior public notice of this amenenent was not required since the amendment does not involve a significant hazards consideration.
The Comission has prepared an Environmental :mpact Appraisal for the revised Technical Specifications and has concluded that an Environ-mental Impact Statement for this particular action is not warranted because there will be no significant environmental ir. pact attributable to the action other than that which has already been predicted and described in the Comission's Final Environmental Statement for the facility dated April 1973.
