Dear Mr. Thompson:

To aid our tailings management review of the proposed Hansen Project, please provide answers to the following questions on the Environmental Report (ER) regarding projected impacts to groundwater (see Section 5.5.3.2):

1.

One of the reasons presented for concluding that "no deasurable effects on groundwater supplies or quality are anticipated from normal operations of the mill" is the assumption that "the seepage is attenuated between the disposal area and Cottonwood Creek."

Please provide the basis and documentation for this assumption.

2.

The document states that "a computer model analysis was conducted to predict the movement of leachates from the tailings disposal area to Cottonwood Creek." However, the model results are limited by the usage of parameter assumptions. The document volunteers that field verification of these assumptions, particularly those regarding permeability and possible discontinuities in the Echo Park Formation in the immediate vicinity of the disposal area, is needed.

Please present the status and current results of the field verification program being conducted.

These questions were previously transmitted in draft form via a telecopy on December 6, 1979.

Further comments, applicable to the NRC's current scope of review, which were prepared by Oak Ridge National Laboratory and edited by the NRC staff will be transmitted shortly.

Upon your confirmation of a final tailings management proposal, you should compile and subnit the data outlined in Table A-1 of the draft Regulatory Guide provided as an enclosure (" Calculational Models for Estimating Radiation Doses to Man from Airborne Radioactive Materials Resulting from Uranium Milling Operations," dated May 1979). This guide was previously provided to you when we had our initial meeting on July 23, 1979, at the NRC offices in Silver Spring, and the guide's Table A-1 was transmitted to you by our letter dated August 13, 1979. Data assumptions, calculations, and justifications should be given.

References to the ER are acceptable.

The submittal of this compilation is required to assure the preparation of a thorough and technically sound radiological impact evaluation.

If the information~ is incomplete, the NRC staff will have to make conservative assumptions which' perhaps would result in an overly conservative radiological assessment.
