SUBJECT:

TRIP REPORT FOR NOVEMBER 18, 1979; SITE VISIT TO THE PIONEER URAVAN, INC., PROPOSED MILL SITE IN SAN MIGUEL COUNTY, COLORADO.

Date and Place - The proposed mill site which was visited on November 18, 1979, is located in southwestern San Miguel County approximately 3.5 miles east of Slick Rock, Colorado.

Attendees - The various individuals who attended the site visit are listed on Enclosure 1.

Purpose - Pioneer Uravan, Inc., has applied to the State of Colorado for a license to operate an uranium mill and dispose of mill tailings at a site located approximately 3.5 miles east of Slick Rock, Colorado in southwestern San Miguel County.

The Colorado Department of Health has requested NRC staff technical assistance in the review of this license application. Therefore, the site visit was arranged to aid NRC staff' and consultants in the review of the proposed project.

Summary - NRC staff, consultants, and the State representative met with Pioneer representatives and consultants at 7:00 a.m. in Grand Junction.

Additional maps of the proposed site and alternate sites were distributed and the general schedule for the days activities was discussed.

Individuals were grouped so as to facilitate discussion on the approximately 300 mile round trip to the proposed project area. The proposed mill site and tailings disposal area and three alternate sites which Pioneer considered were visited prior to returning to Pioneer's office in Grand Junction for discussion.

NRC staff stated their general impressions of the applicant's proposed site and method of tailings disposal.

The site is remote and the fact that the applicant is proposing to dewater the tailings and place them in below grade trenches indicates that they are headed in the right direction. Several specific areas of concern which were discussed are outlined below:

Pioneer needs to do a better job of documenting the site selection study which they conducted - Pioneer will submit an addendum to their report which addresses alternative sites.

It was stated that additional information concerning groundwater conditions and the permeability of the mancos shale in the disposal area is needed.

Pioneer agreed to test several additional wells in the disposal area.

If the permeability of the mancos is as low as initially indicated, Pioneer was told to examine-the possibility of deeper trenches - even into the " water table."

It was requested that any information available from Pioneer's mini-mill located at the Colorado School of Mines be forwarded to the State and the NRC.
