PETITION OF MENTOR, KENTUCKY, TO PARTICIPATE PURSUANT TO 10 CFR 32.715(c)

The Council of the City of flentor, a political subdivision of Campbell County, Kentucky, the Kentucky county having the greatest concentration of population within the ten mile radius of the proposed Zimmer Nuclear Power Station, hereby petitions the Atomic Safety and Licensing Board to admit the city as a participant in the subject operating license proceeding.

Our principal concerns are the adequacy of emergency planning and prepared-ness, i.e., whether adequate emergency plans do exist and whether those plans can effectively be implemented in the event of an emergency at the facility; we are especially concerned with the ability to communicate emergency situations and adequate instruction to those who live within our city; we are concerned with evacuation of persons, if necessary, and care an.d protection of non-evacuated animals and property if evacuation is re-quired; we are concerned with the monitoring of all radiological releases from Zimmer, our ability to verify such monitoring, and the ability of such monitoring adequately to provide warning of dangerous or unsafe releases of radiation from Zimmer.

At the prehearing conference held on May 21, 1979, the NRC Staff recom-mended deferring consideration of emergency planning and radiological mon-itoring until the Staff could assess the impact of Three i111e Island, Unit Acknowtedpd by W. r Pk9/e - 7; u

2, upon the proposed Zimmer facility. The Licensing Board concurred and in its Order dated June 7,1979, deferred hearing contention:. of inter-venors relating to emergency planning and radiological monitoring. Since our interests largely parallel those deferred issues, our participation should not broaden the scope of the proceeding, but, we anticipate, will add depth to consideration of those issues. Our knowledge of our commun-ity, its demography and geography, and our knowledge of our own political capabilities should assist the Licensing Board in its assessment of wheth-er the proposed emergency plans and radiological monitoring provide ade-quate assurance of public health and safety.

The Mentor City Council hereby designates Mrs. Mary Reder, Box 270, Route 2, California, Kentucky, 41007, their representative and requests that all papers filed in this proceeding be served upon her.

The Council passed a resolution aoproving the foregoing petition and particioation in the proceedings.
