Dear Mr. Mather:

This is to inform you that you passed the written examination administered to you on October 23, 1979, but cid not pass the operating test administered to you on October 25, 1979, in ccnnection with your application for a senior operator license for the Prairie Island Nuclear Generating Plant.

A review of your examination papers and the examiner's report indicates that you exhibited deficiencies, at a senior operator level, in:

(1) Understanding of and familiarity with the (a) general operating characteristics, (b) theory of reactor operation and (c) administrative and license provisions; (2) Ability to interpret the control instrumentation of the facility and (3) rsnowledge of how to operate the facility, inclLding operating under emergency conditions.

Accordingly, your application for a senior operator license is hereby denied.

However, we ~have determined that the results of your examination satisfy the requirements for the issuance of an operator license. Accordingly, an operator license has been issued and is transmitted herewith.

You may file a new applicatior. after two months from the date of this letter in accordance with Section 55.12(a) of 10 CFR Part 55, a copy of which is enclosed. Under the regulaticns, each examination and reexamination consists of both written and operating tests. The Comission has the authority, under Section 55.12(b), to excuse part of a reexamination if sufficient justification is presented.

A request to be excused may be made at the time of reapplication.

In connection with the foregoing, your attention is invited to the provisions of Part 2, Title 10, Code of Federal Regulations, entitled, " Rules of Practice,"

copy enclosed, and more particularly Section 2.103(b)(2), wherein it is provided, in part, that an applicant has the right to request a hearing within twenty (20) days from the date of the denial.
