INSPECTION REPORTS We have made an effort to overcome misapprehensions growing out of the
" Abnormal Occurrence Reports". This should be of considerable benefit over time. There is another area which also warrants some attention--
the inspection reports and announcement of violations, deficiencies, etc.
A very large number of specific matters is examined and reported on in each inspection. As a general rule, performance or status of the overwhelming proportion of these individual matters is found to be within allowable limits and, in many cases, is better than required by regulations or license conditions. The full record is documented in each inspection report found in the Public Document Room. Yet, all that are publicized are the deficiencies, whatever the level of their severity--and the more severe, the more the attendant publicity.
Given the backdrop of the Rasmussen Report, it would seem that a fair representation of the safety situation would call for a presentation not only of deficiencies but also at least a summary of all of the findings.
The recitation thould reflect the good as well as the bad if the public g'
is to e reasonably informed.
I suggest that we ask Ben lluberman to work with Inspection and Enforcement to develop an approach to this end.
