Dear Congressman Andarson:

I am pleased to respond to your letter dated Mc vecer 26, 1979.

Enclosed with your letter was an excerpt from a letter writiem by Mr. C. D. Letherer regarding training operators.

Presently, all operators of nuclear power pla-ts pt-ticipate in NRC approved training programs and are administered NRC eerina:fons. Those who pass the examinations, and meet other requirenents, are iss.ed licenses to operate a nuclear power plant. The licenses expire twc y ears after issuance. Licensed operators must successfully complete facility a.:miristered requalification programs, as one requirement, to have their license renewed.

One of the recommendations of the Presient's C..rr'ssion was to require closer monitoring of utility training programs. nd t'ia: N;C administer examinations to licensees at renewal time. We are in gene-al a;reement with the reconinen-dations of the President's Corrnission and are it:plenenting improvements to the operator licensing program.

Use of the N. S. Savannah for training purposas wo.ld not provide relevant training because of the vast differences in ossign and power level between the N. S. Savannah and present day plants.

As ar e. :arcle, the N. S. Savannah was rated 80 MW. Present day plants are rated at i ?00 W.

Please advise me if I can be of further assistamce in this matter.
