Dear Mr. Evans:

In response to your request, I enclose a schedule sett ng forth the monthly payments by the GPU companies to PJM for installed capacity for the PJM 1978-1979 planning year (i.e., the period June 1, 1978-May 31, 1979), and a copy of the PJM bill for June-December, 1978.

In reviewing that schedule, the following should be noted:

(a)

Initially, the installed capacity payments are determined on a forecast basis. An adjustment is made at the end of the planning year to reflect differ-ences from the forecast by reason of (i) dif ferences between actual average weekly peak and forecast weekly peak and (ii) differences between the actual availability of generating capacity at the time of the weekly peak and that forecast.

Thus, the amount paid by GPU in the month of June to PJM included an adjustment of $1,284,800 for the prior (1977-1978) planning year.

Similarly, in July 1979, the GPU companies made a payment of $1,967,694; this payment was almost entirely due to the unavailability of generating capacity from TMI-1 and TMI-2 in April and May 1979, after the TMI-2 accident.

(b) During the last seven.nonths of 1978, the amounts due from GPU for installed capacity ranged from a low of $568,788 for the month of August to a high of $1,342,920 for the month of December, and averaged about $800,000 per month.

For PJM installed capacity purposes, the declaration of TMI-2 in commercial service on December 30, 1978 as against, for example, a week or a month later or earlier has no material significance, i.e.,

the PJM installed capacity accounting does not use a calendar year or a ratcheted period; instead, it is done on a daily basis.

(d)

While the starting point in the PJM installed capacity accounting is the generating capacity which has previously been declared to be in commercial service, this is not controlling in end result for several reasons:

(1) if generating capacity previously declared in commercial service is not available on a particular weekly peak day (for scheduled or forced outage reasons), it results in an after-the-fact adjustment such as that reflected in the June 1978 and July 1979 adjustments.

The value of such adjustments is 50% of the normal value of installed capacity; (ii) in addition, a forced outage rate is developed for each PJM member, based on its actual experience.

Consequently, if a generating unit experiences substantial outages, the PJM member's forced outage rate for subsequent periods will be affected and this will,in turn, increase its installed capacity obligation.

The economic consequence of the combination of the adjustment for unavailability and for forced outage rate is about equal to the installed capacity deficiency value.

(iii)

When generating capacity is in test operation prior to being declared in commercial service, it can, in effect, provide some installed capacity benefits to its owner for PJM accounting purposes --

i.e.,

the capacity which it provides through actual operation is taken into account in determining the net adjustment for unavailability (thus offsetting comparable amount of unavailable generating capacity from units previously declared in commercial service).

In this way, the actual 1913 104 generation of TMI-2 during the September-December period in 1978, prior to the declaration of TMI-2 in commercial service on December 30, 1978 was applied to reduce the adjustment for unavailable capacity which would otherwise have been due for the planning period.
