Dear Congressman Hughes:
I am responding to your letter dated November 16, 1979.in which you request that a timely decision be made concerning a Lehigh University contract request.
The NRC technical staff has identified the marine borer study as one of high priority and has recommended its continuance for at least three more years.
However, action on the Lehigh University proposal.was delayed because of a necessity to reevaluate resource allocations. Having decided to continue the marine borer study, we are currently reviewing the justification for a sole source award to Lehigh University.
It is anticipated that if the Contracting Officer finds the sole source justification acceptable the researchers could expect to receive funding about the middle of January 1980.
If, however, the decision is made that insufficient justification exists for a sole source determination, then the contract would have to be awarded based on the results of competitive bidding. This would take between four and six months from now to the awarding of a contract, and we would be unable to predict who would receive the award prior to the evaluation of the proposals.
You can be assured that we recognize the importance of the marine borer study.
