Dear Jim,
Enclosed you will find a draft of our report section on "connercial o pera tion. " Because of its length, I have enclosed only a single copy.
Perhaps for review purposes, you will want to split the report up among several people who attended our flovember 7 meeting.
As I believe we discussed, we would appreciate the comments of members of the PUC staff (presumably those we conferred with on flovember 7) on this draft.
You might want to focus explicitly on our coments regarding rate recognition of T!'I-2 (part IIA) and tax treatment of the unit (part IIB).
Also, I would ir..agine our " Implications (part V) and "Reconmendations" (part VI) sections would be of interest After you have had a chance to digest this material and think about it, perhaps members of the Staff would like to jot down a few major ideas.
That is, a detailed, line-by-line response is not necessary, so long as we have the major comments of the Staff.
To be effective, we should have L
these comments within the next couple of weeks (before December 17).
The information we obtained on our visit has been extremely useful and you will, in fact, see several references to California practices in the report.
If we have misstated these in any way -- or you feel such refer-ences are improper.-- please let us know.
Finally, I would stress the DRAFT nature of this report. We have attempted to include all matters which we believed relevant, including several incidents and facts which we are still investigating. Therefore, this in no way represents the final report which we will subnit to the Director of this Inquiry; nor does it resemble that portion which will finally be printed. We appreciate your continuing sensitivity to the confidentiality of this project.
