SECY-A-79 Review of ALAB-531 (In the flatter of Portlanc General Electric Comoany, Et Al.) (Trojaa Nuclear Plant - Proposed Amendment to Permit Storage Pool !'ocification) 1.

The Comission, by a vote of 3-l*, with Commissioner Gilinsky dissenting in part, approved the attached Memorandum & Order indicatino the Comission's decision not to review ALAS-531 and noting that some of the issues raised by ALAB-531 will be considered in a generit proceeding ordered by the Commission in resconse to the t'ay 23, 1979 remand of the Prairie Island decision by the U.S. Court of Appeals for the District of Columbia Circuit.

The Commission also decided by a vote cf 3-1*, with Comissioner Gilinsky dissenting in part, to review on a generic basis the issue raised by the State of Oregon concerning the appropriate standard in the regulations to describe what subjects must be included in a licensee's technical soecifications, and directed the staff to brief the Commission as soon as practicable on the scope of the issues involved in setting such a standard and possible approaches for implementing that standard.
