I concur with OGC's recommendation that the NRR Director reconsider his decision in 1ight of the information concerning tubo degradation at and above the tube sheet boundary.
I am very concerned that this information was not conveyed to the Commission during its November 29th briefing.
The assump-tion that all tube degradation was occurring below the tube sheet boundary was fundamental to the staff's presentation to the Commission.
I suggest that OIA investigate ~the circumstances surrounding this matter and establish why no one present at'the meeting chose to' bring up the earlier Licensee Event Report.
