NUCLEAR REGULATORY COMMISSION 7590-01 NUREGs0588 NOTICE OF ISSUANCE AND AVAILABILITY INTERIM STAFF POSITION ON ENYIRONMENTAL QUALIFICATION OF SAFETY-RELATED ELECTRICAL EQUIPMENT A task force composed of members from the Nuclear Regulatory Comission (NRC) staff has prepared a report entitled " Interim Staff Position on Environmental Qualification of Safety-Related Electrical Equipment" (NUREG-0588), dated November 1979. The report provides the staff's resolution of the NRC's Generic Technical Activity A-24 " Environmental Qualification of Class IE Safety-Related Electrical Equipment" which was an " Unresolved Safety Issue" pursuant to Section 210 of the Energy Reorganization Act of 1974.
The generic study resulted from questions raised during the licensing review of boiling and pressurized water reactors. The specific concern was to determine the adequacy of equipment qualification programs currently being developed by industry to satisfy the Comission's requirement. As a result of the generic study, a number of staff technical positions have been developed on the methods and procedures used to environmentally qualify safety-related electrical equipment.
These positions, which are described in NUREG-0588, supplement the requirements found in the 1971 and the 1974 version of IEEE Standard 323, "IEEE Standard for Qualifying Class IE Equipment in Nuclear Power Generating Stations". These positions will be used together with the standards as the basis for reviewing all license applications.
These technical positions address selected areas of environmental qualification, and provide guidance which, when implemented, will ensure compliance with the Commission's requirements. The areas addressed include requirements for establishing the service conditions, for areas inside and outside containment, to which equipment should be qualified; the selection of the qualification methods to be used for the equipment in these areas; and the preparation of qualification documentation.
- This, report also defines the applicability of these positions to the different vintage plants undergoing a review for a construction permit or an operating license.
In implementing the positions described in NUREG 0588, the staff will require the following:
0 For all OL applications the applicants will be required to document in their FSAR the degree to which their qualification programs comply with the staff's positions described in NUREGa0588, and their bases for deviations. Deviations from those positions will be addressed in the SERs and their supplements.

In addition, the staff plans to modify slightly its implementation of IEEE 323-1974. Regulatory Guide 1.89, issued in November of 1974, requires that all CP applications for which a staff Safety Evaluation Report was issued after July 1,1974, should comply with the requirements of IEEE 323-1974. It has been staff practice to require that all other applicants comply with IEEE 323a1971. This continues to be the staff practice with the following exceptions:
8 Equipment which would normally be qualified in accordance with IEEE 323a1971, but which has not yet undergone qualification testing, should be qualified in accordance with IEEE 323>1974.
In implementing this guidance, the staff will use IEEE 323'1974 and the provisions of Sections 2 through 5 of the Category I positions described in NUREG-0588 in assess =
ing the adequacy of all equipment purchased six months from the date of issuance of NUREG-0588. The service conditions developed in accordance with Section 1, Category II of NUREG-0588 may be used in meeting this reqqirement.
8 Beginning 12 months from the date of issuance of NUREGa0588, equipment which must undergo requalification testing should also be qualified in accordance with IEEE 323a1974 and the provisions of Sections 2 through 5 of Category I positions described in NUREG-0588. The service conditions developed in accordance with Section I, Category II may be used in meeting this requirement.
Public comments are being solicited from interested organizations, groups and individuals. The staff will evaluate the coments received and, if needed, will issue a supplement or revision to NUREG=0588. The staff does not anticipate full implementation of the requirements until May 1980.
In the interim, however, these positions are being used as guidance to the staff in reviewing applicants' qualification programs.

The areas addressed include requirements for establishing the service conditions, for areas inside and outside containment, to which equip-ment. should be qualified; the selection of the qualification methods to be used for the equipment in these areas; and the preparation of qualification documentation. This report also defines the applicability of these positions to the different vintage plants undergoing a review for a construction permit or an operating license; the Comission Information Report referenced above deals with implementation of OL reviews at various stages of the review process.
NUREG-0588 does not apply directly to plants currently operating.
The Division of Operating Reactors (DOR) has developed a separate set of guidelines to assist the Office of Inspection and Enforcement (IE) in the review of the responses to Bulletin 79-01.
These guidelines will be used as a screening tool to identify potentially inadequately qualified equipment at operating plants.
Once equipment is so identified the staff plans to use the positions in NUREG-0588 whenever possible to resolve open issues from the IE reviews that use the D0R guidelines.
Copies of the DOR guidelines have already been provided to the ACRS by memorandum from H. Denton to V. Stello dated November 13, 1979.

Fraley d Environmental qualification has been discussed with the ACRS during specifie plant reviews, during the development of Regulatory Guide 1.89 Qualification of Class IE Equipment for Nuclear Power Plants" and during the review of the generic activities programs. However, no specific discussions with the Committee on the positions in NUREG-0588 have yet taken place.
The staff intends to request a final management approval of NUREG-0588 about 3 months following the 60 day public corrnent period. The comittee's coments and evaluation will be most helpful to us if they are received at a time con-sistent with this schedule.
We will keep the comittee infomed of all infoma-tion developed or received during this period, and we would be glad to furnish additional information on NUREG-0588 and meet with the cotnittee or a subcomi if desired.
In order to factor in the comittee's comments, we suggest that a meeting be held in mid January or early February 1980 to brief you on the scope and purpose of the report, and again in mid April 1980 to discuss resolution of any public corrnents received and status of the staff's final report.
