PROCEDURE FOR SCHEDULE AND MANPOWER REVIEW FOR CATEGORY A GENERIC TASKS Task Action Plans for all 40 Category A generic tasks have now been approved by the Technical Activities Steering Committee. As we agreed early in the review and approval process for Category A Task Action Plans, we now must evaluate the combined impact of all of the Category A tasks on NRR manpower resources. We reviewed and agreed on a procedure for carrying out this manpower evaluation at the last (Tenth) Steering Committee meeting.
The procedure reviewed at the meeting has been finalized and is enclosed.
Each of you should implement the procedure within your division in accordance with the schedule provided.
To this point, many of the tasks have been impeded because manpower has not been assigned by the participating technical review organizations on the schedules originally envisioned. This exercise is extremely important in that it will identify what the manpower requirements are, identify where manpower deficiencies exist, and establish which tasks can proceed on schedule, which cannot and what schedule modifications Once this is accomplished, we can proceed with a much are necessary.

As has been the case in the past, efforts on the various Category A tasks should continue to the extent possible while this manpower and schedule review is proceeding, so that, the time lost to perfonn this review is minimized.

4 PROCEDURES FOR SCHEDULE AND MANPOWER REVIEW FOR CATEGORY A GENERIC TASKS Step 1 Based on (1) the best available information regarding inputs from non-NRR and/or non-NRC sources and (2) the assumption that NRR manpower will be available to complete each Category A task milestone on a "best estimate" schedule, Task Managers should either update existing networks and computer printouts for those tasks where networks have already been developed and presented in the draft Generic Activities Summary Status Report or develop networks for those tasks where a network has not yet been presented in the Generic Activities Summary Status Report.
This effort was completed on April 5, 1978. This initial step will culminate in the issuance by OMIP; on April 17, 1978 of a revised draft Generic Activiti9s Summary Status Roport.
New c:9puter printouts detailing the milestones for each Category A task will be available April 24, 1978.
Step 2 Utilizing the new con outer printouts provided by OMIPC on April 24, 1978, task managers should establish (and indicate on the computer printout itself),
" start" dates for each task milestone, thereby establishing " review wildows" for each milestone. This information should be provided to OMIPC by ()B April 27, 1978.
It should be recognized that, although Step 2 apparently involves a three-day turnaround, much of the work related to this effort can 'be completed by the Task Manager in advance of April 24 by using the networks in the Generic Issue Summary Report issued on April 17, 1978.

Step 3 OMIPC should provide, on a task basis, a printout which includes review windows for all task milestones. The period of interest is April 1978 through July 1979. This will be provided on a printout sheet which sub-divides the task milestones by the responsible review branch. OMIPC should provide this information to the task managers by May 1, 1978.
Step 4 Utilizing the printout sheets provided by OMIPC on May 1, 1978, task managers should provide estimates of the manpower required to accomplish each task milestone within its designated " review window". This effort should be accomplished by the task manager utilizing consultation with the technical review branches involved in the conduct of the task. Once again, it should be noted that much of this work can be completed by the Task Manager prior to the receipt of the input from OMIPC. Copies of the manpower estimates super-imposed over the " review windows" should be provided, through the assigned Lead Superviror (A/D) to the Branch Chiefs involved by May 8, 1978.
Step 5 OMIPC will generate " Manpower Forecast Reports" for each NRR technical review branch indicating all other known efforts (in the TACS and Blue Book data 1750 310

If the branch chief determines that this can be done, this effort is terminated for his branch, and he should inform his Division Director, through line management, that he has no problem accommodating the work on the Category A

In making this assessment the following general guidance related to overall NRR priorities should be utilized. This priority scheme is consistent with that used to develop the NRR budget.
Priorities from highest to lowest are:
1.
Operating Reactors (Does not include effort related to generic tasks that are part of this program).
2.
Systematic Evaluation Program (Does not include effort related to generic tasks that are part of this program).
3.
Safeguards (Does not include effort related to generic tasks that are part of this program).

" pecking order" provided by the Steering Committee to identify which Category A tasks his branch should work on during the period of interest, including any proposed schedule adjustments. He should also identify the average number of additional personnel that it would take in his branch to complete work on all of the Category A tasks during the period of interest.
If the Branch Chief detennines that he doesn't have sufficient resources to work on any of the Category A tasks for which his branch has been designated as having some responsibility, he should indicate the average number of personnel that it would take in his branch to complete work on all the Category A tasks during the period of interest.
The results of the Branch Chief's review and assessment should be prov1ded through line management to his Division Director by May 26, 1978.
Step 8 Following review and approval of the Branch Chiefs' assessments, Division Directors should provide the following information to the other NRR Division Directors by June 9, 1978:

A list of those Category A technical activities which his division can fully support with adjustments to the proposed "best estimate" schedules, including identification of each of these adjustments.
A list of those Category A technical activities which his division c.
can only partially support during the time pe'riod of interest, including identification of thee milestones for which support can be provided.
d.
A list of those Category A technical activities which his division cannot support at all during the time period of interest.
Division Directors should also provide, by June 9,1978, the following to the Chairman of the TASC:
(a) a copy of the above-mentioned information and (b) a report which identifies, on a branch by branch basis, the number of additional personnel which would be required for his division to fully support all of the Category A technical activities during the period of interest.
Step 9 Based upon inputs received from the other Division Directors on June 9,1978 and subsequent discussions with other Division Directors, assigned Lead Supervisors, and assigned Task Managers, each Division Director should pro-vide the information listed below related to the Category A tasks for which his division has lead responsibility to the Chairman of the TASC by June 26, 1978.

A list of those Category A technical activities which cannot be supported at all during the period of interest.
Step 10 A meeting of the TASC will be scheduled for the week of June 26, 1978 to (1) approve the revised schedules for those Category A Technical Activites which can either be fully or partially supported during the period of interest (April 1978 to July 1979), and (2) to discuss future actions with respect to those Category A Technical Activities, if any, which cannot be suoported at all during the period of interest.
