Anticipated Transients Without Scram (AT1.'S)p in the efforts now underway on I am writing you to ask whether you can hel We have been working towards resolving the ATWS issue with a view towards minimizing the resources required j
by industry as well as the NRC without compromising safety considerations.
In j
order to accomplish this objective, we proposed, almost a year ago, an "early verification" concept, described in NUREG-0460. Vol. 3, to resolve ATWS subject to provision of generic analyses by the industry to confim the adequacy of the hardware modifications described in NUREG-0460 report.
Enclosed for your infor-mation is ray copy of a. letter we are sending to the utilities emphasizing the need for adequate responses to our questions if we are to succeed in resolving ATWS with this early verification approach.
I am hopeful that with the help of your comittee, the industry would be spurred to supply the necessary resources to complete responses to our questions on a schedule consistent with our plans I
to propose to the Comission an ATWS rule early next year.
