Gentlemen:
Millstone Nuclear Power Station, Unit No.1 Fuel Cladding Strain and Fuel Assembly Flow Blockage Models In Reference (1), the NRC Staf f requested that all licensees review the vendor submittals on fuel cladding strain and fuel assembly flow blockage models, and to confirm that the representations made on our behalf we're correct.
References (3) and (4) addressed the NRC questions with respect to the BWR, and Northeast Utilities has received additional confirmation from the vendor assuring us that the recent Oak Ridge National Laboratory data does not apply over the range of BWR applications.
The principle reasons for the above conclusions were:
(1) The General Electric (GE) correlation for rod swelling during a LOCA bounded the ORNL data; therefore, the GE correlation for rod swelling is still valid.
(2) The BWR's power density is much less than the PWR; therefore, BWR rods have less sensitivity to fuel swelling.
(3) The BWR fuel bundles are channeled.
This has enabled GE to develop a substantial amount of full-scale test data which provides a very solid data base supporting GE LOCA models.
