Gentlemen:
In paragraph 2 on page 4 of its November 30, 1979 Order, the Licensing Board directed the Staff to inform the Board of remaining unresolved problems which might have a bearing on issues in the referenced proceeding and to keep such information current on a regular basis.
For the information of the Board, the block wall-reaction force problem which was identified as unresolved in Attachment 3 to the Staff's December 7, 1979 response to paragraph 2 of the Board's November 30, 1979 Order and which was discussed at the hearing session on December 28, 1979, has been resolved to the satisfaction of the NRC Staff.
Resolution of the matter resulted from a series of meetings between NRC Staff structural analysts and licensee technical personnel and consultants on December 29, 30 and 31,1979 and from the Staff's evaluation of additional information and analyses presented at those meetings.
By a letter to the licensee dated December 31, 1979 (copy enclosed), the Office of Inspection and Enforcement removed the restrictions on Trojan operation specified in IE immediate action letters dated October 22 and December 20, 1979.
With regard to the proposed modifications to the Control Building which are the subject of Phase II of the referenced proceeding, detailed Staff review of the licensee's December 17, 21 and 22,1979 responses to Staff questions is undemay. This review and the preparation of the Staff's Safety Evaluation Report (SER) will continue with the draft SER to be completed by January 31, 1980. A report on the status of presently unresolved matters with regard to 1747 356 s oon so 393 C
-2 the Control Building modifications will be provided to the Board on January 31 when the draft SER is completed. The Staff does not anticipate submitting additional status reports on the Control Building modifications prior to that time unless new information is uncovered or additional unresolved problems arise during the course of the completion of the Staff's review and preparation of the draft SER.
