Dear Senator Hatfield:

Chairman Hendrie has asked me to respond to your November 20 letter regarding the Intergovernmental Personnel Act (IPA) assignment of Michael W. Grainey with the Oregon Department of Energy.

Mr. Grainey's initial assignment to Oregon was for one year, and we were happy to extend it for a second year.

Unfortunately, it was not possible to grant any additional extensions.

You have no doubt learned, as we have, that Mr. Grainey has accepted an offer to become Deputy Director of the Oregon Department of Energy. He will, therefore, be leaving the Nuclear Regulatory Commission.

We are sorry to lose him inasmuch as we were looking forward to utilizing the experience he gained at the State level. We are pleased, however, that he will continue to make a sigqificant contribution to your State, and we look forward to working with him in his new capacity.
