RESOLUTION OF ACRS GENERIC ITEM II-5A, " MONITORING FOR LOOSE PARTS WITHIN THE REACTOR VESSEL" P
Our input to the D0R writeup you requested on December 28,1978 is enclosed.
It should be noted that, although all technical issues have been resolved to our satisfaction, the matter won't be " resolved" in a legal sense unless the RRRC approves our proposed implementation. The RRRC meeting has been delayed twice already, and may well be delayed again. Please be aware of this when preparing your final writeup.
In case our short description is insufficiently detailed, we have also enclosed our input to S. Varga's implementation evaluation. We trust that your efforts are coordinated with his.

ENCLOSURE 1 RESOLUTION OF ACRS GENERIC ITEM II-5A,
" MONITORING FOR LOOSE PARTS WITHIN THE REACTOR VESSEL" The current status of this item is as follows:
1.
A Regulatory Guide (1.133) detailing an acceptable Loose Parts Detector System and Program has been written, revised after exten-sive public comment, and approved by the ACRS.
It is awaiting RRRC approval.
2.
It is intended (also subject to RRRC approval) to implement Regulatory Guide 1.133 as follows:
2.1 All plants with CP or OL applications docketed after January 1, 1978 will be required to meet Regulatory Guide 1.133, unless the licensee proposes an equivalent acceptable alternative.
2.2 All plants presently under OL review, but whose OL application was docketed prior to January 1,1978, will be reviewed by the Analysis Branch, DSS, to ensure that an acceptable system is provided and that the programmatic aspects of Regulatory Guide 1.133 are met.
2.3 All operating reactors with a loose parts monitoring commitment (this includes ca.16 plants, whose OLs date from late 1974) will be evaluated by the Reactor Safety Branch, DOR. The programmatic aspects of Regulatory Guide 1,133 and, where necessary and practical, some hardware aspects will be imposed as backfit requirements on a case-by-case basis.
Because all generic technical issues have been publicly investigated and resolvdd to the satisfaction of both the staff and the ACRS, we feel that this item should be considered resolved for the purposes of ACRS review.
