SUBJECT:

MEETING 0F TASK COMMITTEE FOR TASK A-20, IMPACTS OF C0AL FUEL CYCLE ON FEBRUARY 9,1978, ROOM P-541; INFORMATION REQUESTS IN PREPARATION FOR THE STATED MEETING As discussed with you per telephone on February 2 and 3,1978, a meeting of the Task Committee for Category A Task Action Plan A-20 is planned for February 9,1978 in Room P-541 at 10 am.

The purpose of the meeting is to become fully acquainted with the desired results and needed scope of the A-20 Task effort, evaluate the National Academy of Science (NAS) study and other inputing sources, and establish the best method and procedure to proceed with the A-20 work.

As of this date, the NAS report is not scheduled to be available in draft form before the end of April, and this date is certainly open to probable slippage.

Furthermore, the results of the Academy study as now anticipated, while providing a worthy input in certain areas (socio-economic and " greenhouse" effects), would not substantially meet the specific needs of ilRC for pirposes of coal / nuclear comparisons in its environmental impact assessment process.

In view of the above, I believe it is a prudent approach to proceed with the work of the Task Committee and move toward development of the draft Request for Proposal for use in advertising for contracted bids for the study. The RFP, or the study itself once underway, could be modified to properly consider the NAS study findings, and results when they become available as well as incorporation of other ongoing studies.

In order to facilitate the business of the upcoming meeting, it is requested that you give some thought to the agenda of the meeting and have the following information available on or before the meeting date.

Be able to review in summary form any work being performed or planned within your program or elsewhere within NRC having some bearing or relationship (direct or indirect) to the Task A-20 effort and ojective.

A summary or copy of such work for distribution to all Task Committee members previous to the meeting would be most helpful for informing all Task Committee members and most effective use of Committee time.

In any case, copies of this information should be available for Committee members at the time of the meeting.

Each member should give some thought to analysis of the present Task A-20 Task Action plan, resolution of any areas of uncertainty or confusion, and formulation of actual individual input into the plan itself.

The objective is to obtain a clear understanding of the work to be performed and the procedures for accomplishing the stated objectives.

Each member will be asked to contribute a list of publication references to be evaluated in the study.

The meeting could result in considerable discussion of the issues involved and the various contributions to be made.

Hopefully, the end result will accomplish a clear coordinated definition of the work to be performed and a coordinated approach to proceeding further on this work in meeting the needs of NRC.
