Quad Cities Units 1 and 2 Fire Protection Modifications NRC Docket Nos. 50-254/265 Reference (a): D. L. Peoples letter to T. A. Ippolito dated December 28, 1979

Dear Mr. Ippolito:

As was indicated in Reference (a), the completion date for all fire protection modifications on the subject units has been delayed until June 30, 1980. This submittal delineates in more detail the current status of this modification program.

The Safety Evaluation Report issued by the NRC dated July 27, 1979 listed in Table 3 1 implementation dates for the proposed modifications. Although the dates identified therein were reviewed in discussions between Commonwealth Edison and the NRC Staff, difficulty in meeting the dates for a portion of the scope of work was always thought to exist but could not be defined until final modification designs were completed.

The current status of the items listed in Table 3 1 is as follows:

1. Portable extinguishers, cable tray protection, control of combustibles, protective clothing and air breathing equipment were completed as scheduled.
2. Yard hydrants'are all complete with the exception of one post-indicator valve interference. Parts are on order to correct this.

3 The hose reels to cover the cable tunnels are in place and the 1-inch booster hose reels in the control room and auxiliary electrical equipment room are being installed and should be in by January 31, 1980.

4. Work is progressing on all other items listed and will be complete by June 30, 1980 The two largest areas remaining are suppression and detection. Suppression is approximately 30% complete and is expected to be completed by June 30, 1980. Detection is 15% complete, and is behind the original schedule primarily due to manpower diversion necessitated by the Three Mile Island modifications which were to be completed by January 1, 1980.

In general, the June 30, 1980 Fire Protection completion date assumes that manpower diverted to Three Mile Island work is restored, and future reallocations of manpower for Three Mile Island work is minimal. It has been and will continue to be our intention to give priority to the Three Mile Island effort.

It should be noted that the June 30, 1980 completion date does not apply to the detection system prescribed for the refueling floor. Commonwealth Edison is preparing a separate submittal which recommends the deletion of this system. This submittal, which has been discussed with Mr. L. Derdarian of your Staff, shall be submitted by February 1, 1980.

Although the Technical Specifications related to the modified fire protection system were not required to be submitted until 90 days prior to system completion, the specifications have been completed and are currently undergoing final Off-Site review.

The technical specification submittal could be made shortly if required.

It is judged that the delays discussed do not effect the safe operation of Quad Cities Units 1 and 2. The June 30 1980 completion date is we believe consistent with dates accepted by the NRC for similar operating units within the Commonwealth Edison system as well as other non-Commonwealth Edison nuclear plants. Admittedly, future discussion of potential slippages in the implementation must be undertaken in a more timely fashion.

Commonwealth Edison will do everything possible to provide early notification of schedular slippages and will attempt to provide regular informal notice of schedule status to the NRC Project Manager.
