Dear Colonel Newbury:

I am writing to you about attendance of Alaskan officials at the Radiological Emergency Response Operations course being conducted in Las Vegas. As you are aware, this course is primarily designed for people responding to accidents from nuclear power plants, although a secondary purpose is to provide training to those responding to transportation accidents involving radioactive materials, which is related more to your needs.

We have never had any trouble in filling the courses and have tried to accommodate all requests. Because of the Three Mile Island accident, however, there has been renewed interest from States with operating nuclear power plants. One of these States is Pennsylvania and we believe we must give priority to a recent request from that State for five spaces.

Of the 20 slots promised to you this Fiscal Year, we have been able to send ten people and ten more are scheduled.

In order to accommodate the Pennsylvania request, I am assigning to Pennsylvania the five spaces which Alaskans were scheduled to use in Class #6, February 20-29, 1980.

This course will be offered on a continuing basis and we will do our best to accommodate your remaining five slots within the next nine to twelve months.
