7590-01 UNITED STATES NUCLEAR REGULATORY COPJilSSION DOCKET NO. 50-334 DUOVESNE LIGHT C0!?ANY OHIO EDIS0N C0t9ANY PENNSYLVANIA POWER C0f9ANY NOTICE OF ISSUANCE OF AMENDfENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 23 to Facility Operating License fio. DPR-66 issued to Duquesne Light Company, Ohio Edison Company, and Pennsylvania Power Company (the licensees), which revised Technical Specifications for operation of the Beaver Valley Power Station, Unit No.1 (the facility) located in Beaver County, Pennsylvania. The amendment is effective as of the date of issuance.
The amendment revises the Technical Specifications in response to the evaluation of a Fuel Handling Accident Inside Containment and reflects the upgrading of the Supplementary Leak Collection and Release System and deactivation of the Fuel Building Emergency Exhaust System.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has mace appropriate findings as required by the Act and tr.e Commission's rules and regulations in 10 CFR Caapter I, which are set forth in the license amencment.
Prior public notice of this acencment was not required since this amendment does nct involve a significant hazards cunsideration.

7590-01 The Comission has determined that the issuance of this amendment will not result in any significant environmental ir. pact and that pursuant to 10 CFR Sl.5(d)(4) an environrental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
