Dear Mr. Helfrich:

This is in response to a State Department and ACDA inquiry regarding application XUO8466 for the export of U 038 to the FRG for storage and subsequent shipment back to the U.S. for conversion and enrichment for ultimate use as fuel for the Unterweser reactor. Enclosed please find a letter dated December 12 from the applicant transmitting a telex from tne consignee. Apparently there must be cost advantages to the consignee for storing the material in NWK.
