Three Mile Island Nuclear Station, Unit 2 (TMI-2)

License No. DPR-73 Docket No. 50-320 Limited Use of Long Term Staging Facility With the anticipated rate of generation of EPICOR II resin it will be necessary to have storage space available by the twenty first of December this year.

The long term staging facility, Module A will not be fully completed until February of 1980.

It is our intent to release for use the first six (6) cells on the farthest end of the facility on the twenty first of December with the following conditions and con-siderations:

1.

The drains in all cells, except cells containing liners and covered by shield blocks, are plugged to prevent the possibility of rain water filling the drain system and backing up into a loaded cell.

2, The drain system line into the sump is plugged to pre-vent any material from entering the sump from a loaded cell in the unlikely event of a leak in the liner or shield plug gasket resulting in contaminated water in the drain system.

3.

An RM-16 portable radiation alarm unit installed in the sump with the detector adjacent to the drain sys-tem line in the sump.

4.

Cells adjacent to used cells are covered and marked as radiation areas, RWP required for entry.

Procedures for transfer of material and loading of the cell are issued.

Construction personnel are informed of what materials are contained in the cells, of action to be taken if the radiation alarm sounds, and of the radiation levels in the adjacent cells.

The possible radiation problems that could arise from the Ibnited use of this facility were reviewed by Radiological Engineering resulting in the conclusion that the only likely problem asso-ciated wius cui Linuing vart on the facility would be the poten-tial of a 500 mr/hr rad level in the adjacent cells.

To pre-clude this problem the necessary construction work will be completed in adjacent cells prior to use of a cell.

Your concurrence with the above intent is requested to pre-clude any delay in continued pperation of EPICOR II.

a Radiological Engineering has reviewed the Solid Waste Staging Facility for Radiological exposure of personnel working in the area with the first row of holes filled.

Calculations were based on the maximum liner reading to date of 600 R/hr.

The following calculations were made:

1.

Personnel exposure inside the second row of holes would be 500 mr/hr.

2.

Personnel exposure inside the third row of holes would be negligible.

3.

Personnel exposure working inside the sump 4' away from first row of holes (outer edge of hole) would be negligible.

4.

Personnel exposure finishing land fill adjacent to the outer wall 4' from the first row would be neg-ligible.
