MEMORANDUM December 26, 1979 At the January 3, 1980, oral argument of the appeal in this proceeding, we will expect the applicant to explain the following seeming inconsistency in the line of argument pur-sued in its brief:

In dealing with the intervenors' " materials integrity" contention, the applicant maintains (Br. p. 13) that the 0

temperature of the pool water would not exceed 154.2 F for the " abnormal case."

That " abnormal case" is said to be the concurrence of (1) a loss-of-coolant accident and (2) full-core discharge with the failure of one of the two spent fuel pool cooling pumps (leaving in operation the second pump and both heat exchangers).
