Gentlemen:
In attempting to respond to reference a), I found it necessary to contact Mr. J.
Conway, as I feel that the questions / comments for-warded by your office suggest that the QA Program be submitted in much more detail than the guidelines provided by your office on May 1, 1978.
During my discussions with Mr. Conway, I learned that his group is working with an acceptance criteria which is intended to provide them with a document from which to review industry submitted QA programs for compliance to 10CFR 71.51.
As I have conveyed to both you and Mr. Conway after reviewing reference a), the only way of totally complying with same would be to submit a complete QA Manual.
As per our discussion this date, NL will delay responding to reference a) until after we have received the additional informa-tion which you indicated would be forwarded from your office on this date.
Our target date for response is now on or before February 15, 1980.
