Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations Yankee Atomic Electric Company hereby proposes the following modification to Appendix A to the Technical Specifications.

PROPOSED CHANGE: Reference is made to the Technical Specifications contained in Appendix A to the Operating License No. DPR-36 issued to Maine Yankee Atomic Power Company for the Maine Yankee plant. We propose to modify these specifications as follows:

A.

Replace pages 2.1-1, 2.1-4, 2.1-5, and 2.1-6 of Specification 2.1 with the attached revised pages 2.1-1, 2.1-4, 2.1-5, and 2.1-6.

B.

Replace pages 3.10-1, 3.10-2, 3.10-3, and 3.10-4 of Specification 3.10 with the attached revised pages 3.10-1, 3.10-2, 3.10-3, and 3.10-4.

C.

Replace Figures 3.10-2, 3.10-3, 3.10-4, and 3.10-5 of Specification 3.10 with the attached revised Figures 3.10-2, 3.10-3, 3.10-4, and 3.10-5.

D.

Replace page 3.15-1 with attached revised page 3.15-1.

REASON FOR CHANGE: We propose to refuel the Maine Yankee reactor to allow continued power operation during the next cycle (Cycle 5).

This refueling will involve the discharge of 73 fuel assemblies and the insertion of 72 new assemblies.

In addition, one (1) once burned fuel assembly is being reinserted from Core 2.

This submittal addresses those changes that are necessary as a result of this refueling operation.

SASIS FOR CHANGE: Attachment A provides a description and justification for each change noted above. The attached report, YAEC-1202, provides the Core Performance Analysis Report in support of Maine Yankee Cycle 5 operation.

This report addresses the mechanical design, thermal-hydraulic design, physics and safety analysis aspects of the refueling.

United States Nuclear Regulatory Comission December 5, 1979 Office of Nuclear Reactor Regulation Proposed Change #73 Page Two SAFETY CONSIDERATIONS: Based on the considerations contained herein, it is concluded that there is reasonable assurance that operation of the Paine Yankee plant consistent with the proposed Technical Specifications will not endanger the health and safety of the public.

This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.

FEE DETERMINATION: This proposed change requires an approval that involves a single safety issue and is deemed not to involv.e a significant hazards cos.31deration. For these reasons, Maine Yankee Atomic Power Company proposes this change as a Class III Amendment. A payment of $4,000.00 is enclosed.

SCHEDULE OF CHANGE: These changes to the Maine Yankee Technical Specifications will be implemented upon Commiscion approval. A timely review and approval of this submittal consistent with our schedule for Cycic 5 startup would be appreciated. Cycle 5 is scheduled to commence on or about March 1, 1980.
