LIAISON WITH THE DEPARTMENT OF ENERGY (DOE) ON THE HOT EXPERIMENTAL FACILITY (HEF)

Re: Letter, Robert L. Ferguson, DOE Program Director for Nuclear Energy to William J. Dircks, dated May 15, 1979 We have been discussing the HEF project with the DOE in order to implement a mutually agreeable review program, as requested in the reference letter. Based on these discussions (e.g., see Tom Clark's memorandum attached) we estimate about one man year's effort by the staff during this fiscal year (80).

In addition to Tom Clark's involvecent as project manager, Jim Ayer (environmentalimpacts,naturalphenomenaeffects),WinstonBurkhardt protection) from t$ management systems), and Pete Loysen (radiation (natural phenomena e Advanced Fuel and Spent Fuel Licensing Branch and Norman Ketzlach (criticality) of the Uranium Fuel Licensing Branch will be assisting on this early review in advisory capacities.

In accord with your wishes, the Division of Safeguards will be providing similar assistance.

As you are aware, we have been negotiating a contract for technical assistance for DOE reviews such as the HEF. Funding for assistance is not available this fiscal year, but has been budgeted for FY Ej. The DOE has not indicated a need for extensive review at this time, except, possibly, the area of early site selection. The principal early effort on our part will be in considering general design concepts and the jgg g principal design criteria.

The review process will eventually include referral to the ACRS. We foresee initiation of their review in about a year.
