99900507/79-03 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on September 24-26, 1979, it appears that certain of your activities were not conducted in accordance with NRC requirements.
Criterion V of Appendix B to 10 CFR 50 states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, pro-cedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
Deviations from these requirements are as follows:
Section 05 of Topical Report SL-TR-1A (Quality Assurance Program) states in part " Activities affecting quality such as design, procurement and auditing are prescribed in documented procedures which clearly assign responsibilities and describe the required sequence of actions in the preparation, review, approval, revision and control of documents.
Contrary to the above, documented procedures have not been established to con-trol S&L activities with respect to IE Bulletin 79-14 (Seismic Analysis for As-Built Safety-Related Piping Systems).
