SUMMARY

OF COOPER AND FORT CALHOUN EMERGENCY PLANNING MEETINGS ON NOVEMBER 27, 1979 AND NOVEMBER 29, 1979 Meetings to discuss emergency planning were conducted at the Cooper Nuclear Station Security Building from 3 to 5 P.M. on November 27, 1979, and at Legislative Chamber No. 3 in the Omaha Douglas Civic Center in Omaha, Nebraska from 9:30 A.M. to 5 P.M. on November 29, 1979.

In both meetings, J. Martin presented a point by point discussion of emergency plan elements required by Appendix E and Preparedness objectives, as outlined in enclosures 1 and 2.

Public coments were received in both the November 26 and 29 meetings. There was extensive clarifying discussion regarding new emergency planning requirements between utilities, state and local agencies, and emergency planning team members in the November 29 meeting.

Public coments could, for the most part, be grouped into concerns related to notification methods, EPZ evacuation distance (most of Omaha is just beyond 10 miles), and compensation for damages.

Agency and licensee comments could, for the most part, be grouped into con-cerns related to funding, difficulty in meeting schedules, need for inte-gration between emergency planning requirements and other requirements, and need for closer communication between NRC, state / local agencies, and utilities in proceeding with planning.
