ASSISTANCE IN OCONEE/MCGUIRE TRANSSHIPMENT HEARINGS Through ',our assistance this past September, three staff members of the Division of Operating Reactors (DOR) provided testimony on very short notice on a cask drop cccident scenario in response to questions of the Board for the Duke Oconee/McGuire proceedings.
Specifically, Messrs. Zudans, Lantz and Donohew of D0R discussed structural, criticality, and radiological aspects, respectively, of prior analyses to provide the Board with a perspective for possible consequences if a cask were to fall into the pool of McGuire Unit 1.
It was our opinion at the time that the concerns of the Board had been satisfied. However, in an Order dated October 31, 1979, the Board requested an analysis of the postulated cask drop specifically for the McGuire pool.
Accordingly, I again request your assistance to make the above individuals available to perform an integrated analysis for submission to the Board.
You should be aware that we initially requested this assistance through Dan Muller (memorandum dated November 7, 1979 from me to Muller).
- However, subsequently, Jim Tourtellotte cd ELD has advised both Dan Muller and my staff that it is important that the requested analysis and related testimony necessary to supplement the earlier testimony be provided by the same staff witnesses if at all possible.
Thus, at the present time, work on the requested analysis has been suspended although Dan Muller has offered to provide any assistance that he can. We understand from Lake Barrett of D0R that the availability of the requested individuals in D0R would have to be approved by upper management of NRR.
Your assistance in this matter is appreciated.
The earliest that the hearing can be reconvened is sometime after December 14, 1979.
However, we feel that we should be prepared to submit an integrated evaluation of the postulated 1665 207 G8%
